The Community Promotions Office: Will be resuming regular hours Monday, June 15th, 2020.

Abundant Life Assembly of God: In-Person Sunday services have been resumed at 10:30 am.

Adams County Courthouse: Will be resuming regular hours Monday, June 15th, 2020.

Adams County Library: Summer Reading at the Adams County Library is "Virtual" this year.  Go to:  https://adamscountyndlibrary.com/ to register and find out more about summer reading Manga Book Club, Adult and children books clubs, chess club, story time, arts and crafts!!  Registration begins June 1. 

Buffalo Creek Quilt Shop: Now open for in-store shopping. For the safety of our employees and other customers you must wear a mask and use hand sanitizer at the door. If you do not have a mask we will provide one for you. Please practice social distancing. No more than 10 people in the shop at one time. Thank you so much for your support these past few months. Wash your hands and stay safe!

C&N Cafe: Take out orders available. Dine-in available, but social distancing guidelines apply. Continuing to close at 3:00pm. Wednesday Specials: Chicken Alfredo or Buffalo Chicken Wrap. Thursday Specials: Funky Chicken Bowls or Thatta Meatball on Hoagie. Friday Specials: Ham Scalloped Potatoes or Black Devils Burger or Grilled Cheese. Saturday Specials: Indian Tacos, Taco in a Bag, or Breakfast Burger. Sunday (Father‘s Day) Specials: Turkey & Dressing, Swedish Meatballs, or Barbeque Ribs. All fathers will get a chocolate dixie cup. Monday Specials: 2 Piece Chicken Dinner or Ranch Burger. Tuesday Specials: Spaghetti or Ham & Swiss Burger.

Community Clothes Closet: Will be open usual hours on Monday, Wednesday & Friday. Everyone must wear a mask to enter the store.  Please see sign on door for additional guidelines. We are now accepting donations on Monday, Wednesday & Friday ONLY. Please call 701-567-2306 prior to bringing any large items, to confirm we have adequate space.

Headquarters: Masks are mandatory. Make appointments via phone. No walk-ins will be accepted.

Hettinger United Methodist Church: In addition to the service live in-person on Sundays at 10 a.m. from the parking lot of 408 Airport Road, there is a 30-minute radio broadcast each Sunday morning at 9:05 a.m. on KNDC radio AM 1490, Consolidated channel 91 and the free app at kndcradio.com. During the week, devotions will air on Facebook live on Tuesdays and Thursdays at 4:08 p.m.

KB Jewelers: Open for business as usual.

Kennedy‘s: Expanding hours to 7:00 am-7:00 pm Monday-Saturday, and 9:00 am-6:00 pm Sunday.

Pastime: Hours in the bar are 4:00 pm-9:00 pm Monday-Thursday and Friday & Saturday 4:00 pm-10:00 pm. Space will be limited. The Steakhouse will be reopening the dinning room with limited capacity @ 5:00pm 6/1/2020! Dining is also available on the Patio as well!! We will continue with take-out, online and curbside. Take-out can be picked up inside, at the window or delivered to your car. We look forward to seeing you!

Peacock Mercantile: Open from 7:00 am-4:00 pm Monday through Saturday.

Runnings: Our store hours will be as follows: M-F 7:30am - 8:00pm, Saturday 7:30am - 6:00pm, Sunday 10:00am - 5:00pm.

Scruffy's: We will be opening our dining room on Monday June 1st, 2020. We will have very limited seating and some precautions will be in place for the public's safety. Please be patient with us during this time, and remember that our drive up is also available for take out orders. We also do have outside seating available, so please utilize this when you can. Orders can be placed inside and we can deliver your order to you in the outside seating area.

Solar Flair Hair Studio: Online booking has been disabled until all April/May appointments are caught up on. All customers must bring their own face mask to wear when receiving services.

Suzie's: Will re-open Wednesday May 6 at 4:00. Hours will be Wednesday & Thursday 4pm-10pm, Friday and Saturday 4pm-midnight, and Sunday 4pm-10pm The restaurant will continue to do take out and curbside, and orders can be made at bar as well.

T&B Brickfire/Prairie Rose Floral: Open for business as usual.

West River Insurance Agency: Open for business as usual.

West River Vet Clinic: Starting Monday, June 1, we will continue on the return to normal by reopening the clinic. A sign at the front entrance will direct you to the appropriate entrance for your needs.

Are you looking for a fun new skill to learn during social distancing? Are you proud of your Scandinavian descent and want to learn more about your roots? Do you just really love ABBA? Sounds like learning Swedish might be for you! 

Mike Shirek is offering Swedish language-learning lessons for beginners which you can take online from the comfort of your own home. You‘ll learn the basic vocabulary, grammar, and pronunciation of a language that is not only easy to learn, but fun to use! Mike studied Swedish for four years at Harvard University, including language courses abroad in Sweden, and would love to share the language with you! Scheduling is flexible and lessons will be taught online using Zoom or Skype. Each hour-long lesson only costs $18 per person (a price comparable to a tutoring session), and anyone age 10 and up is welcome to join!

Large Gathering Protocols
May 15th, 2020: Gov. Doug Burgum announced guidelines for large gatherings, banquets, ballrooms and event venues as part of the ND Smart Restart plan, while also outlining the plan as a phased approach to recovery from the COVID-19 pandemic.

The North Dakota Department of Commerce worked with more than a dozen representatives of business and industry to collaboratively develop the recommendations for the ND Smart Restart of event centers and other venues in collaboration with the North Dakota Department of Health (NDDoH). 

“Thanks to the contribution of this diverse workgroup, these recommended protocols balance the importance of controlling the spread of infection with the ability to safely proceed with events of limited size with additional precautions,” Burgum said. “These protocols empower local decision-making as our state’s COVID-19 response continues to focus on our ability to test, trace and isolate positive cases to save lives and livelihoods.”

SBA‘s Economic Injury Disaster Loans and Advance Program Reopened to All Eligible Small Businesses and Non-Profits Impacted by COVID-19 Pandemic

SBA‘s COVID-19 Economic Injury Disaster Loan (EIDL) and EIDL Advance
The SBA is offering low interest federal disaster loans for working capital to small businesses and non-profit organizations that are suffering substantial economic injury as a result of COVID-19 in all U.S. states, Washington D.C., and territories.

These loans may be used to pay debts, payroll, accounts payable and other bills that can‘t be paid because of the disaster‘s impact, and that are not already covered by a Paycheck Protection Program loan.  The interest rate is 3.75% for small businesses.  The interest rate for non-profits is 2.75%.

To keep payments affordable for small businesses, SBA offers loans with long repayment terms, up to a maximum of 30 years.  Plus, the first payment is deferred for one year.

In addition, small businesses and non-profits may request, as part of their loan application, an EIDL Advance of up to $10,000.  The EIDL Advance is designed to provide emergency economic relief to businesses that are currently experiencing a temporary loss of revenue.  This advance will not have to be repaid, and small businesses may receive an advance even if they are not approved for a loan.

SBA‘s EIDL and EIDL Advance are just one piece of the expanded focus of the federal government‘s coordinated response.

The SBA is also assisting small businesses and non-profits with access to the federal forgivable loan program, the Paycheck Protection Program, which is currently accepting applications until June 30, 2020.

PPP Flexibility Act Summary

The House and Senate have now passed the Paycheck Protection Program Flexibility Act and is expected to be signed by the President. The intent of this legislation is to fix some of the shortfalls within the original Paycheck Protection Program (PPP), which launched in early April.

Here are the main points of what this new act does:
 ·     Businesses utilizing PPP can extend their eight-week loan forgiveness period to 24 weeks. The covered period can‘t extend beyond Dec. 31, 2020. This flexibility should make it easier for more PPP borrowers to reach their full forgiveness.
·     The payroll expense requirement was reduced from 75% to 60%. PPP borrowers must spend at least 60% on payroll, or none of the loan will be forgiven. Yet 40% can be utilized for other expenses such as rent and utilities. The previous PPP would allow a sliding scale if the 75% payroll expense wasn‘t met, but it seems that it was left out of this bill. This means that it is all or nothing for the loan forgiveness. Reports indicate that technical tweaks can be made to have this provision reinstated. 
 ·     Borrowers can use the 24-week period to restore their workforce and wages to pre-pandemic levels as required for full forgiveness. This must be completed by Dec. 31, 2020. The previous deadline was June 30, 2020.
 ·     The Act will now allow borrowers to receive the full PPP loan forgiveness, even if they are unable to fully restore their workforce. Previously PPP borrowers were allowed to exclude employees who turned down good-faith offers to be rehired. This bill will now allow borrowers reporting adjustments if they could not find qualified employees or were unable to restore business operations to Feb. 15, 2020, levels due to COVID-19 operational restrictions.
 ·     The loan repayment period was extended to five years from two for new borrowers. Existing PPP loans can be extended up to five years under agreement from the lender and borrower. The 1% interest rate stayed the same.

ND COVID-19 App!

Gov. Doug Burgum and the North Dakota Department of Health (NDDoH) in partnership with ProudCrowd, announced that the Care19 app is now available for Android AND Apple users to help slow the spread of COVID-19 in North Dakota.

Care19 was recently launched to help the NDDoH reduce the spread of COVID-19 by more efficiently and effectively identifying individuals who may have had contact with people who have tested positive. This app is completely voluntary and developed with a privacy-first mindset. The information collected is not associated with a phone number or any personal information.
